Administrative History
The United Way of Delaware County was founded on March 6, 1925 under the name of the Muncie Community Fund. The first board meeting was held at the Roberts Hotel with Myron Gray as first chairman. The newly created organization sought to promote cooperation between the citizens of Muncie and the welfare, philanthropic, benevolent, and social-service agencies. Once this union was accomplished, major money-raising drive could then eliminate numerous minor fundraisers.
The Family Service Bureau was the nucleus from which the United Way evolved. It was also the predecessor of the Community Service Council. As the United Way grew and expanded into specialized agencies the Family Service Bureau combined with Family Counseling Services. The organization changed names several times through the years, becoming the United War Fund and Community Fund during World War II and finally lighting on the United Way of Delaware County in 1976.
Two separate organizational structures were involved with the United Way from its inception. The first was the United War Fund which began on August 14, 1942, John Udell presiding. Its primary purpose was to prevent unnecessary expenditure and duplication in the solicitation of funds for both the war-time Relief Agencies and Community Funds. Up to twenty-one war-time agencies operated simultaneously with the twelve community agencies at one time. The end of the Second World War saw the dissolution of the United War Fund on September
4, 1946.
A second group closely involved with the United Way was the Community Service Council of Delaware County that began April 24, 1967. This organization possessed certain attributes lacking in other organizations of its type: representative citizen expertise and capability; continuity and comprehensiveness in its approach to problem-solving, planning services, and policy development; and the ability and willingness communicate with all segments of the community.
The United Way of Delaware County continues to inspire and contribute to the betterment of health, recreation, family and children's services in the community.
